Program Note A ‘NONFIX’ series broadcast in 1991. This is an outstanding take on total opposites, a welfare policy maker and a beneficiary. This film starts from the mystery surrounding the suicide of a Japanese government official and a livelihood security program recipient. Why did an elite government official take his life, and why was the beneficiary driven to death? The filmmaker arduously goes through documents, diaries, voice recordings and suicide notes left by the two to trace the problems of Japan’s welfare system, eventually encountering a shocking twist of events.
